I had a similar problem. This is how I fixed it.
Backed up all my Notes Files e.g notes .ini, names.nsf, desktop.ndk, notes.id and my local mail file.
De installed PC Suite 1.5.1 and de installed Notes along with any directories that was left behind.
Rebooted my PC
Turn off my Personal Firewall and Antivirus.
Installed Notes 5.09a, copied my backed up files back into the various directories EXECPT my Mail file.
Started Notes and did a brand new local replica of my mail and Replaced the Desgin of both Mail file and Names.nsf.
Re Installed PC Suite 1.5.1. Connected my phone via the Sync Station, ensured USB connection, setup the Sync Options in PC Suite, on the third Tab I checked I think it s called Force Merge.Working of LOCAL copy not server, I set the mail file name and names.nsf WITHOUT giving explicit pathing, set the password
and everything I had selected worked including the calendar. I then upgraded to Notes 6.5 and it it still works
